I fully agree with your comments, and let me give you the example of Comoros: as you know, this three island country has had a very unstable government since many years. As a result, and probably because of village traditions, people are used to getting along by themselves, village by village, community by community, and they are collectively organized through an astonishing number of NGOs in every domain. Maybe it is not always the case, but where the central government is weak and the social traditions still alive, the people are remarkably organized at the local level. The danger is, like in Comoros, when this social tissue is getting weaker because of external factors, how to manage to have isolated NGOs working together towards common objectives. Currently, we are working hard on a CD-ROM in order to capitalize all these results and lessons which could be of great interest for other similar small island states. Keep in touch!

Je suis parfaitement d'accord avec vos commentaires, et permettez-moi de vous citer l'exemple des Comores. Comme vous le savez, ce pays, composé de trois îles, est dirigé depuis plusieurs années par un gouvernement instable. En conséquence, et probablement en raison des traditions villageoises, la population a pris l'habitude d'avancer seule, village par village, communauté par communauté, et s'est organisée collectivement, dans tous les domaines, en un nombre surprenant d'ONGs. Il est possible que ce ne soit pas toujours le cas, cependant, devant un gouvernement central faible et des traditions sociales encore vivantes, la population s'organise localement d'une manière remarquable. Comme aux Comores, la difficulté est de savoir comment s'y prendre, dans le cas où le tissu social s'affaiblit en raison de facteurs extérieurs, pour que les ONGs isolées travaillent ensemble vers des objectives communs. Actuellement, nous travaillons dur sur un CD-ROM afin de rassembler tous ces résultats et enseignements qui pourraient profiter aux autres petits états insulaires se trouvant dans un cas semblable.
