PUBLIC PARTICIPATION: You mention that the EMPR will be submitted to public scrutiny and that there will be a process of public participation. Could you describe how the process of public participation will work and the type of public involvement you expect. I ask this because I know it is sometimes difficult to get the public involved in such matters, or maybe that is not the case in South Africa? And who do you mean by the public - special interest groups or the man on the street?
