Clarifications to public participation in regulatory controls

In Response To: Public participation in regulatory controls. (Gillian Cambers.)

The process followed in compiling the Generic Environmental Management Programme Reports (EMPRs) followed the procedures and guidelines provided. The EMPRs are being compiled by independent environmentalists.

The public have been involved as follows:

- Lists of potentially interested and affected parties (I&APs) were compiled (some 400 in all) and information brochures were sent to them, notifying them of public meetings. Notices were also placed in the press.

- The public meetings were used to inform the public of the relevant issues and to call for issues that they felt need to be addressed.

- A scoping report was compiled (which included the issues and initial responses to them) and sent to the I&APs.

- A comprehensive Environmental Impact Assessment Report (EIR) has also been sent to public libraries and to key I&APs (those who are affected and those who responded with significant issues).

- The EMPRs are currently being compiled and will take into account comments from the I&APs. The final documents will be submitted to the Department of Minerals & Energy for comment and approval.
