Thank you for your letter and your interest in our village fisheries management project. In answer to your queries:

WHICH GROUPS TO HELP: HIGH, MEDIUM, LOW PERFORMING GROUPS?

Our Extension staff are currently engaged in the revised assessment process (new questionnaire) and thus have not yet finished a complete cycle of the new approach.

Now after each assessment, written as well as verbal feedback is given to all villages (as soon after the assessment as possible). The content of the written feedback differs according to scores obtained. All written communications are couched positively. Where villages are high scoring, the implication is for a move towards complete self-management. The low scoring villages are encouraged to improve their management efforts in the next six months, and reminded that clam restocking is only a small part of their management plan, thus even a total clam loss should not negate management efforts in the other areas. They are commended for environmental protection and management efforts for the future. The plan is to give positive feedback in the first instance but then later to bring in the more negative implication of withdrawal of services.

RESPONSE TO WITHDRAWL OF ASSISTANCE

I will be happy to let you know reactions as we receive them. I suspect that many villages will perceive loss of access to clams/tilapia and workshops etc. as disastrous and thus make renewed efforts - some others will be lost causes - but at least this allows new villages to be taken on.

PERFORMANCE EVALUATION

The village reserve areas are being reassessed at intervals by Fisheries Research staff - to track changes in flora and fauna - (UVC). We (Extension) obtain a lot of informal information from villagers during monthly visits that corals, fish and other shellfish have noticeably increased - in fact it is largely this word of mouth approbation that alerts new villages to want to participate in the program.
