As I cannot answer your questions separately, I will give some global suggestions.

Industrialists pay little attention to the ecosystem, as they are more concerned with making a profit. Who will control their activities?

A few years ago, industrial countries used the 'Green Label' system for standardising products imported from developing countries. It is possible to develop this idea further.

In order to ensure that international standards are respected, it is essential that the government strictly controls pollution and other effects of industrial activities. In the case of Bhavnagar Bhal, political determination is necessary to rehabilitate the area. Firstly, it is important to limit salt manufacturing activities in this zone. Secondly, existing salt factories must be closed down and new ones opened at a minimum of 5 to 10 km from Bhavnagar City.

Coastal management cannot be carried out solely on a scientific level, we need inter-disciplinary management plans. Central government, state government, local government, companies and scientists should get together to discuss this problem.

Indeed, 'Co-ordination' is a word that is very difficult to put into practice.

Untuk menjawab pertanyaan anda, saya tidak bisa menjawab secara terpisah. Akan saya beri jawaban secara umum. Dalam perdagangan selalu berfikir tentang laba, mereka sedikit perhatian tentang lingkungan. Siapa yang akan mengontrol aktivitas mereka ?

Beberapa tahun lalu negara industri maju menggunakan standard product dari negara berkembang dengan "Label Hijau (ramah lingkunagan)". Itu mungkin (sangat baik).

Kontrol yang ketat dari pemerintah menggunakan internasional standard untuk polusi dan segala efek dari aktivitas industri adalah sangat penting.

Dalam kasus Bhavnagar Bhal (Gujarat - INDIA), memerlukan kemauan politik (political will) dari pemerintah setempat untuk melakukan renovasi. Pertama-tama memberi batasan produktivitas garam dari tempat tersebut. Kedua memindahkan saltpan dengan jarak 5 sampai 10 km dari kota Bhavnagar.

Coastal Management tidak bisa hanya dilakukan oleh scientists (peneliti), dalam hal ini memerlukan kerjasama antar instansi untuk management plans. Pemerintah Pusat, Pemerintah Daerah Tingkat I(Propinsi), Pemerintah Daerah Tingkat II (Kabupaten), pengusaha dan peneliti duduk bersama diskusi masalah tersebut.

Koordinasi adalah satu kata yang sulit untuk dilaksakan.
