MODERATOR'S NOTE: There were several responses to the contribution by Jean Wiener on 'When vested interests highjack the goals of stakeholder groups / Haiti.' Five of the responses have been combined into one contribution below.
Similar situations have been encountered in small rural communities in Ireland, where a single individual or family dynasty exerts considerable influence/control over the community. The members of these dynasties are often local developers, hoteliers or traders and are the main players in the economic life of the community. Local people are often afraid to speak their minds in public meetings when members of these dynasties are present and we had to resort to informal conversations after the meetings. We found that when holding public meetings on coastal management issues in these communities, the choice of a suitable meeting place was particularly important and increased attendance was achieved when neutral venues could be found. Another suggestion was to restructure the fishers association, perhaps by increasing its board membership so as to bring in members of families outside the controlling Chef family, thereby diluting their influence. (George Ekol)
However, if such an approach is not an option, then another solution would be for the non-Chef family members to leave the association and form a new organisation - one that would meet their expectations. ( C. K. Rumisha)
Since much of the problem relates to the fact that the Chef family is the largest money-lender in the community and therefore exerts considerable control over its borrowers, another idea is to provide the fishers with an alternative mechanism for financial loans. In other countries there are organisations like 'Mama Cash' where ordinary people can obtain loans at fair rates and are therefore not dependent on particular families like the Chef family. Whatever solution is found, it would be advisable to keep on 'speaking-terms' with the Chef family as they have such a large interest in the community. (Carlo Langelaan)
While this article has raised concerns about vested interests at the micro level, it is also necessary to look at the issue at a macro level, where often the rich and powerful represent obstacles to sustainable human development. (Mali Voi)

NOTE DU MODERATEUR: Il y a eu plusieurs réponses à la contribution de Jean Wiener intitulée "Quand les droits acquis détournent les objectifs des groupes de parties prenantes / Haïti". Cinq de ces réponses sont regroupées dans la contribution ci-dessous.
Des situations semblables ont été rencontrées dans les petites communautés rurales en Irlande, où un seul individu ou une 'dynastie' familiale exerce une influence/un contrôle considérable sur la communauté. Les membres des ces dynasties sont souvent des aménageurs locaux, des hôteliers ou des commerçants et sont les principaux acteurs de la vie économique de la communauté. Les gens craignent souvent d'exposer leur point de vue lors de réunions. Nous avons constaté, dans le cadre de réunions publiques au sujet de la gestion des régions côtières dans ces communautés, que le choix d'un lieu approprié était particulièrement important et que la participation augmentait lorsque des lieux de réunion neutres étaient disponibles. Une autre suggestion était de restructurer l'association des pêcheurs, peut-être par l'augmentation des membres du bureau afin d'y amener les membres de familles autres que ceux de la famille du chef qui contrôle. Ceci diluerait l'influence. (George Ekol)
Cependant, si une telle approche n'est pas une option possible, une autre solution consiste, pour les membres des familles auxquelles le contrôle échappe, de quitter l'association et de monter une nouvelle organisation qui réponde à leurs attentes. ( C. K. Rumisha)
Puisque le problème repose en grande partie sur le fait que la famille du chef est la principale créancière de la communauté et par là exerce un puissant contrôle sur les emprunteurs, une autre idée consiste à offrir aux pêcheurs une autre source de prêts. Dans d'autres pays, on trouve des organisations telles que 'Mama Cash' où les gens modestes peuvent obtenir des prêts à des taux raisonnables et ne dépendent pas ainsi de familles particulières, entre autre celles des chefs. Quelle que soit la solution trouvée, il est conseillé de rester en bon termes avec la famille du chef car elle garde un intérêt substantiel dans la communauté. (Carlo Langelaan)
Bien que cet article ait soulevé la question des droits acquis au niveau local, il faut aussi s'intéresser à la question à un niveau plus général, où souvent les riches et les puissants sont des obstacles au développement humain durable. (Mali Voi)
